EMPLOYMENT HISTORY

Deputy Director of Policy and Technical support – Rural Housing Directorate. Ministry of Housing, City and Territory (February 2021 – June 2022). Lead the implementation of the first Rural Housing Public Policy built in the country, through the formulation and implementation of the programs and projects created within its framework. Lead the development of all regulatory components related with the implementation of the Policy; identify strategic actors that contribute to reduce the country’s rural housing deficit.

Senior Advisor to the General Director – Colombian Institute of Family Welfare ICBF (August 2018 – September 2019) Advised the General Director on all aspects of to manage missional areas of the Institute, in the design, coordination and monitoring of policies and programs to provide public services (e.g. health, education and nutrition) the municipal levels.

Senior Advisor to the General Director- National Planning Department (December 2017- August 2018) Provided advice to the General Director in the supervision, monitoring and execution of the Government strategic projects related to social, economic and environmental matters. Coordinated the design and evaluation of policies for the management and allocation of public investment in line with the guidelines set by the National Government.

Manager of the Subnational Institutional Strengthening Project – National Planning Department – World Bank (July 2015- December 2017). Provided Management for the Subnational Institutional Strengthening Project, financed by the World Bank (credit for US $ 70 million), whose main objective was focused on providing technical assistance to municipalities and departments, for the promotion and institutionalization of efficient schemes of public services provision.

Senior Advisor of the General Director – National Planning Department (December 2014 – July 2015). Coordinated the strategic issues of the entity with Technical Directorates and supported the processes for the harmonization and articulation of the entities involved in the processes of negotiation of projects planning stablished into agreements between the National Government and the Subnational Governments

Plan Implementation Contract Advisor – Olgoonik Technical Services (USAID Implementing Partner) (March 2013 – October 2014). Counseled the Nariño Department, with regards to the formulation and implementation of the projects contemplated in the Strategic Agreement between the National Government and the Department, aiming at improving the social development of the Colombian Littoral Region, with special emphasis on those most vulnerable municipalities.

Advisor of the High Counseling for Good Governance and Administrative Efficiency – Presidency of the Republic (September 2010 – December 2011). Participated in the preparation and monitoring of the strategic plan, operational plan, management indicators and risk map of the High Council.

Deputy Director – Foundation for Caribbean Development – FUNDESARROLLO (June 2008- September 2010). Coordinated the investigations related to the development of socioeconomic programs, evaluated the Public Policies and competitiveness of the Caribbean Region of Colombia, according with the guidelines established in the agreements with entities such as the Barranquilla Chamber of Commerce and the Barranquilla´s Investment Promotion Agency – Probarranquilla.
